Service providers represent communities living with, affected by or at risk for HIV. In the local planning process they provide input on the needs of the specific populations they serve. They assist in the Community Services Assessment by informing the Local Health Jurisdictions (LHJ) of current community resources and services. Providers develop and submit a Scope of Work to the LHJ for program funding.
How to Develop the Scope of Work (SOW)
Utilizing the Comprehensive HIV Prevention Plan to complete these steps:
- Establish HIV prevention goals and objectives, and steps to meet those goals
- Describe the target Behavioral Risk Group (BRG) the organization serves
- Identify proposed prevention intervention(s)
- Plan data collection and evaluation efforts
The SOW needs to include:
- Goals
- Objectives
- Service provider collaboration
- Behavioral Risk Group
- Intervention description and key activities
- Evaluation plan: process and outcome
- Fiscal documents
Additional information regarding the SOW can be found in the Office of AIDS Education and Prevention 2007-2010 Program Guidance [PDF].
