California HIV Planning Group (CHPG) advocate for communities living with, affected by or at risk for HIV, and offer recommendations to the California Department of Public Health, Office of AIDS regarding program planning and the allocation of resources to local planners. They provide leadership and technical assistance to Local Implementation Groups (LIGs), Local Health Jurisdictions (LHJs), and providers during the community planning process, and allocate resources to local planners. State planners also inform providers and planners about emerging trends in the HIV/AIDS epidemic, as well as new prevention strategies and tools.
- Analyze the state epidemiological profile and Community Services Assessment
- Identify and prioritize target populations
- Identify and prioritize appropriate prevention interventions
The Comprehensive HIV Prevention Plan includes these components:

Track progress of LIGs and LHJs to ensure that the goals of community planning are being met using the following Performance Indicators:
- Does LIG membership reflect the perspectives of the Behavioral Risk Groups?
- Is the LIG completing the tasks for its planning objective?
- How accurately does the Scope of Work reflect the Plan?
- How well do the funded interventions reflect the Plan?
