Capacity Assessment

Selecting interventions is one step in the community planning process. Once the Behavioral Risks Groups have been identified, planners and providers need to identify HIV prevention interventions that meet the needs of their Local Health Jurisdiction. Knowing if your agency has sufficient capacity to implement an intervention and maintain fidelity over time is critical to the selection process.

Capacity assessment identifies:

  • staffing and training needs,
  • facility and equipment availability
  • adequate funding
  • community approval for implementation

Intervention materials sometimes include assessment tools to help agencies determine capacity for implementation. Check out sample assessment tools [PDF] from Diffusion of Effective Behavioral Interventions (DEBI) interventions. California providers need to work closely with an Office of AIDS intervention specialist to assess capacity and select an intervention.
